Terms and Conditions
FLY d.o.o. is a company having its registered office in Opatija, Dr. Maxa Josepha Ortela 17, registered with the Commercial Court of Rijeka under the registration number 040358639, OIB: 96825753210, that was chosen on a public tender for the sale of vignettes, marketing and other FLY Programme services.
1. Our Agreement with You
Products and Partners
FLY d.o.o. operates the totality of IT, business and technical solutions for the management of the airport’s FLY network, the management of accommodation capacities and connected set of services The Cooperation Agreement regulates the mutual relations, manner of cooperation and the rights and obligations of FLY d.o.o. as the provider of services included in the FLY System and the Counterparty.
FLY d.o.o. primarily represents the FLY Croatia airport network and sells the rights to use the airport by using the FLY vignette according to the “on its own behalf” principle.
For the avoidance of doubt, it is emphasised:
As the service provider under the Cooperation Agreement and in acting according to these General Terms and Conditions, FLY d.o.o. IS NOT acting as a travel agent or an agent or representative of any person on any grounds. After the execution of the Agreement with FLY d.o.o. on using the FLY system for marketing and promotion, the providers of any other services shall enter into a direct business relationship with the Counterparty without any representation or agency by FLY d.o.o.
“Counterparty” shall mean all the participants in the tourist market with whom the user enters into a direct business relationship using the FLY System. In this way, it will be easier for FLY system users to connect when providing reservation services or offering accommodation, vehicles, tourist packages, ticket purchases for national parks, museums, sports and cultural events and similar.
Every airport that is fully included in the FLY Croatia airport network has an Agreement in place with FLY d.o.o. on its inclusion into the FLY network. This Agreement gives the FLY Vignette users the right to an unlimited number of flight operations, i.e. takeoff and landing during a defined time interval at all the airports within the network, with no extra charge for the costs of the aircraft’s basic takeoff and landing operations.
FLY d.o.o. represents its partners – airport operators in the sense of joint marketing and market presence and in the sense of the right to sell services offered by airport operators.
The website/portal www.flycroatia.hr contains information on networked and associated airports, has the option of user registration, purchase of products and services, contains subpages on all the networked airports and offers for destinations in the vicinity of those airports.
FLY d.o.o. is not liable for the technical conditions at the airports because our partners, the airport operators are responsible for this to the Croatian Civil Aviation Agency that certifies airports and airport facilities in Croatia.
The FLY Vignette represents a time-limited right to use airports within the FLY Croatia airport network system.
The FLY Vignette applies to an aircraft and it is linked to its registration (e.g. 9A-ABC).
The purchase of the FLY Vignette is a simple and speedy process carried out through the www.flyvignette.com/vignette/buy-vignette/ website. The customer is requested to fill in an online form in three basic steps. The form then automatically generates the price of the Vignette, considering that the price depends on the aircraft’s technical properties, i.e. the maximum takeoff weight (MTOW), the validity of the Vignette and the purpose of the aircraft.
FLY Vignette Price
The FLY Vignette price for a specific aircraft is calculated according to the following formula:
FLY Vignette = MTOW (kg) x Vignette validity coefficient x point coefficient (HRK)
MTOW – (Maximum TakeOff Weight)
is the maximum allowed weight of the aircraft at takeoff expressed in kilograms. The MTOW is a technical information from the AFM (Airplane Flight Manual) that every certified airplane has, and it is expressed in kilograms. If this information is not stated in the AFM, the data from the manufacturer’s official site or Wikipedia is used.
The purchase of the FLY Vignette does not include landing/takeoff operations for the purposes of:
- training flights – circle airstrip exercises, touch and go, zone, etc. except for landing/takeoff in route flying training
- parachute airplane operations,
- airline taxi,
- panoramic flight operations and aerial works,
- other commercial activities.
For the avoidance of doubt: When an aircraft purchases a Vignette, it does not automatically have the right to set up its base for activities such as: flight training, panoramic flights, airline taxi, parachute operations, aerial works, parking longer than the Vignette validity period and the like.
For the activities mentioned above, the aircraft operator is required to agree on commercial or proprietary terms with the base airport operator.
Purchase of the FLY Vignette does not include the following costs: touch and go, training flights, tehnical landing, handling, passenger service, parking, extension of operating time, lighting, firefighting service, manpower, ramp handling and similar. The costs of these services will be charged according the airport’s regular rates.
Gliders and other aircrafts. The FLY Vignette is paid by powered gliders only. Balloons and other unregistered aircrafts do not pay the FLY Vignette.
Vignette Validity Coefficient
- 1 – for the annual vignette, with the validity of one calendar year + December of the previous year + January of the following year; (e.g. the vignette for 2017 is valid from December 1, 2016 until January 31, 2018),
- 0.25 – for the monthly vignette, with the validity of 31 days from the activation date,
- 0.1 – for the weekly vignette with the validity of 7 days (e.g. a vignette bought/activated on Wednesday shall be valid until and inclusive of the following Tuesday).
The point coefficient is determined by the company managing the Airport Network.
The point coefficient for 2017 is 0,3780 €/kg
Vignette purchase process:
Vignette configuration is the first step in the process of filling in the online form. The user is required to enter the MTOW expressed in kilograms. The MTOW is a technical information from the AFM (Airplane Flight Manual) that every certified airplane has, and it is expressed in kilograms. If this information is not stated in the AFM, the data from the manufacturer’s official site or Wikipedia is used.
The next information to be selected is the validity period of the vignette. When this information is entered and selected, the configurator/calculator generates the Total Price of Vignette expressed in EUR (€).
After this procedure, the user moves on to the next step by clicking on “Continue to aircraft information”.
- Aircraft Registration into the FLY Information System
Aircraft registration is the second step in the process of filling in the online form. The user must fill in the following information:
- National prefix and aircraft registration (mandatory)
This information is mandatory, because the aircraft is recorded and identified in every way based on this information. A sample registration (call sign) is 9A-ABC, where 9A is the national prefix of aircrafts registered in Croatia, the dash (-) is also entered after the national prefix with no spaces before or after the dash, and the aircraft’s unique identifier which can be made up of letters, numbers or a combination of the two. These identifiers are defined by national regulations of the country of registration. Most frequently, they are combinations of three to four letters. E.g., aircrafts registered in the US have the national prefix “N” and a unique identifier consisting of a combination of letters and numbers, while aircrafts registered in the Russian Federation have the “RU” prefix and a numeric identifier.
- Base airport / airfield
This information is not mandatory, but it is helpful for arrival statistics. Every registered airport in the world has its code, i.e. the ICAO Code (ICAO – International Civil Aviation Organisation) consisting of 4 letters. In Croatia, all the airport codes start with the letters LD, while the other two letters designate the closest city. E.g. LDRI is the ICAO Code for the international airport near Rijeka, in the Island of Krk; the ICAO Code for the sports airfield in Otočac is LDRO, where the “R” represents the “region” of the Rijeka international airport and the fourth letter “O” represents the identification for Otočac, accordingly, the ICAO Code for the Grobnik sports airfield near the City of Rijeka and the Rijeka Airport in Krk.If the user does not enter this information, it will not hinder the Vignette configuration process.
- Category (mandatory)
This information is mandatory. It is selected from a drop-down menu among the following groups: GP Single engine, Light sport LSA, Ultralight, Experimental, Acrobatic, Glider, Motor glider, Classic, Warbird, Aero tow, Para drop, Agricultural, Light twin, Executive, Commuter, Cargo, Airliner, Helicopter.Sometimes the aircraft can fall within more than one category, so the user can select the category on its own.
The user enters aircraft manufacturer information. The system automatically identifies the registered manufacturer.
The user enters aircraft type information. Based on the pre-selected manufacturer information, the system offers a list of aircrafts from that manufacturer. If the aircraft is not on the list, the user can enter the type manually.
- Year of production
The user enters the information on the aircraft’s year of production. This is informational and meant for easier aircraft identification.
- Number of engines
This information is selected from a drop-down menu among the following – Single engine, Multinengine – 2 – 3 – 4 – , over 4 engines, unpowered aircraft.
- Type of engine
This information is selected from a drop-down menu among the following – Piston, Turbo prop, Turbo fan, Electric, Hybrid.This information is used to direct the user to locations where technical assistance can be provided in the event of a malfunction of the engine or one of the aircraft’s systems.
- Type of fuel (mandatory)
This information is selected from a drop-down menu among the following – Avgas 100LL. Mo-gas, Jet fuel A1, Electric.This information is used to direct the user to locations where the required fuel can be procured/obtained.
This information can be entered freely, aircraft owner information is entered into the field.
- Operator (mandatory)
This information can be entered freely, aircraft operator information is entered into the field.
- Emergency Contact
This information can be entered freely, emergency contact information is entered into the appropriate field. It is recommended for the user to enter as much information as possible, so that it could be contacted in the event of an accident or damage to the aircraft the owner or operator had no part in, and also third party emergency contact in case the owner or operator suffered the accident.
- Aircraft Colour
The option for the user to enter a description of the aircraft’s colours should be added, for easier identification or in the event of a search (analogous with filling in the flight plan submitted to the air traffic control)-
After filling in this information, the user is offered to proceed to the next step, or return to the previous step.
Customer registration is the third step in the process of filling in the online form. The user is to fill in the following information:
- E-mail (mandatory)
This is mandatory information because the offer, invoice and payment confirmation are sent via e-mail.
- Personal, Company or Aeroclub Name (mandatory)
- EU VAT Identification Number
Tax number. For Croatian nationals, it consists of the HR prefix and the OIB number.
- Address (mandatory)
Street Adress; Address Line 2; City, State / Province / Region, ZIP / Postal Code
- Phone (mandatory)
(mobile number recommended) – recommended to enter the full number with prefix, e.g. +385 98 866 659
The order verification is the fourth step in the process of filling in the online form. The user is supposed to check the information selected and entered in the previous steps. The price in EUR and HRK countervalue (calculated as per the offer date according to the middle exchange rate of the Croatian National Bank) is indicated at the bottom of the order summary.
Payment – the PAY Button
By selecting the PAY button, the user is directed to the fifth and final step in the process of ordering an aircraft vignette.
A pop-up window appears where the credit card details are entered for the card to be charged for the vignette.
After the amount has been charged, your vignette is confirmed. You will receive your registration confirmation via e-mail. You should print this confirmation or save it on your phone or tablet.
You should have it with you when using the vignette in one of these three forms, for potential control or receiving discounts at associated FLY airports.
Our standard practice is to send documents to clients via e-mail whenever possible.
We retain the right to charge administrative costs incurred at the client’s request, such as the costs of original documents to be sent by post.
Cancellation and Changes
A vignette that has been bought and paid for cannot be cancelled or refunded. Just before its activation, it can be transferred to another aircraft registration. After activation this is no longer possible.
Airport Use Rules
The pilots are liable for the use of airports from the FLY system. This includes airport runways, access routes, parking positions and airports as a whole.
Pilots and other aircraft users wishing to land at a FLY Network airport should make themselves knowledgeable of these airports by using the legal procedures (NOTAM, eAIP, etc.).
The pilots are liable for securing and tying down their aircrafts, as well as for their belongings left inside the aircraft.
In the event of damage to the aircraft during aircraft operations or parking, there will be no liability on the part of FLY d.o.o. or the airport operator. The pilot of the aircraft is liable for operating the aircraft and causing any damage to such aircraft, or airport facility or other aircraft. For this purpose, the pilot shall have the proscribed insurance policies.
2. Your Agreement with Us
Your Acceptance of these Terms and Conditions
By purchasing the Vignette or by using our website, you are agreeing to be bound by the terms of this Agreement. You agree on behalf of yourself and those you represent to comply with all such terms and conditions, including the payment of all amounts when due. You agree that any violation of any such terms and conditions may result in (a) the cancellation of your Vignette, (b) your forfeiture of any monies paid for your reservation, (c) you being denied access to the applicable travel related product or service, and (d) our right to debit your account for any costs we incur as a result of such violation.
You represent and warrant that (a) you are of sufficient age to use our services and website and can create binding legal obligations in connection with your use, (b) you are legally authorized to act on behalf of those you represent and accept these terms and conditions on their behalf, and (c) the information supplied by you or members of your group is true and correct. You are responsible for informing such other persons of all terms and conditions applicable to their travel arrangements. You understand that you are financially responsible for any use of our services or website by you and those using your name or account.
If You Cancel or Change Your Order
If you cancel your arrangements, you may not be entitled to a refund. If you decide to cancel arrangements before the balance due date, any deposits paid are non-refundable.
If You Have a Complaint
If you have a problem during your holiday, please inform the house/hotel/hostel owner or representative immediately. Should they be unable to resolve the matter, please immediately contact us. If you fail to timely contact us, we will not be permitted the opportunity to investigate your complaint and attempt to rectify any error while you are away, and this may affect your rights under this Agreement.

We will answer to all your complaints no later than 15 working days.
Travel Documents and Destinations
It is your responsibility to ensure that all of the details on your travel documents are correct and to bring to our attention any errors or discrepancies immediately. Your travel documents are valuable and should be safeguarded as if they were cash. It is not always possible to replace travel documents in the case of loss, theft, damage, etc.
Prior to booking international travel, we recommend that you review any prohibitions, warnings and advisories applicable to your destinations. By offering travel to any particular destination, we do not represent that travel in such destination is safe or without risk.
Passport, Visa and Immigration Requirements
It is your responsibility to fullfil the passport, visa and other immigration requirements applicable to your itinerary. You should confirm these with the relevant embassies and/or consulates. We do not accept any responsibility in the case of you being unable to travel due to not complying with any such requirements.
Travel insurance is a vital part of your arrangements. We strongly recommend that you have taken out adequate insurance for the duration of your journey. We are not responsible to arrange an insurance for you, that is your decision only.
Use of our Services and Website
You agree you will only use our website or services to make legitimate reservations or purchases and shall not make speculative, false or fraudulent reservations or reservations in anticipation of demand. You will only use our website and services in compliance with applicable law.
Without our prior written permission, you may not (a) access, monitor or copy any content or information on our website using any “robot”, “spider” or other automated or manual device or program, (b) deep link to any portion of our website, or (c) “frame” or incorporate any portion of our website into any other website.
Our website may contain links to third party websites that we provide only as a convenience to you. You should take precautions to ensure that whatever links you access are free of viruses, worms, trojan horses or other destructive mechanisms The existence of these links does not imply that we endorse such websites or any included content. We are not responsible for such websites or content or any data privacy practices of such websites.
You agree to indemnify us, and any such parties’ officers, directors, employees and agents from and against any claims, causes of action, demands, losses, damages, or other costs, (including reasonable legal and accounting fees) brought by you or third parties as a result of (a) your breach of this Agreement, (b) your violation of any law or rights of any third party, or (c) your use of our website.

THE INFORMATION, SOFTWARE, PRODUCTS, AND SERVICES PROVIDED BY US OR PUBLISHED ON OUR WEBSITE MAY INCLUDE INACCURACIES OR ERRORS, INCLUDING PRICING ERRORS. WE DO NOT GUARANTEE THE ACCURACY OF, AND DISCLAIM ALL LIABILITY FOR ANY ERRORS OR OTHER INACCURACIES RELATING TO SUCH INFORMATION THAT APPEARS ON OUR WEBSITE. WE EXPRESSLY RESERVE THE RIGHT TO CORRECT ANY PRICING ERRORS ON OUR WEBSITE AND/OR ON PENDING RESERVATIONS MADE UNDER AN INCORRECT PRICE. You may not assign your rights or obligations under this Agreement to any third party. We may terminate this Agreement at any time for any reason, and such termination shall not affect any right to relief to which we are entitled at law or in equity.
This Agreement shall be governed by the laws of Croatia without regard to its conflicts of laws principles. If any provision of this Agreement is found to be invalid, illegal or unenforceable, the enforceability of the remaining provisions will not in any way be affected or impaired.

Information Collection, Use, and Sharing

We might charge you for payments processing fees and/or our transaction costs when making a refund.
By buying the Vignette you agree to be bound by FLY d.o.o. general Airfields Rules and specific Airfields Rules for the Airfield / Airport in which you are landing and staying. Below you can find our general Airfields Rules:
- The flights have to be announced in accordance with the ruled of the Croatian Air Traffic Control (HKZP).
- Flights where the captain (pilot) and all the participants are coming to one of the FLY airports and leaving it using an alternative means of transport shall park the aircraft at the designated location and secure it by tying it down, blocking commands, locking it, etc.
- Equipment for tying down the aircraft can be borrowed or rented in every FLY airport.
- Aircraft parking costs are charged according to airport rates. Parking rates are published at the AIP and at www.flycroatia.hr/prices?
- Costs incurred at a particular airport can be paid directly at the airport or prepaid using the flyvignette.com portal.
- The transport of persons, baggage or cargo can be booked using the flyvignette.com portal. The selection of partners marked “Recommended by FLY Advisor” is recommended.
- Accomodation of persons can be booked using the flyvignette.com portal. The selection of partners marked “Recommended by FLY Advisor” is recommended.
- Hospitality features – flyvignette.com offers information on recommended and checked FLY Partners marked “Recommended by FLY Advisor”.
- House Rules have to be observed at FLY airports.
- FLY Airports have the possibility of a wi-fi connection to the Internet. The password for a particular wi-fi network will be available at flyvignette.com (set the wi-fi at each airport so that the access to our site is always direct and free, and to surf other sites you have to enter a code OR leave free access without and code OR set the same code for all airports e.g. Flycroatia or similar)
- It is extremely important to adhere to safety and fire standards at airports and to follow instructions by the responsible persons at the airports.
- Travel document is required (passport or national ID card) on check-in. House manager will return the document to you shortly or he can make a copy or take a picture of a document for legal obligations of tourist reports.
